After living in New York for 25 years, columnist and author Charles Blow made the decision to move south to Atlanta. In his new book, “The Devil You Know: A Black Power Manifesto,” he proposes that Black Americans in the north do the same and return to the South — the region fled by their ancestors — with the intention of establishing political power in key cities.
